Select Headhunter is partnering with a respected client in the mining services sector to recruit a pragmatic and experienced HRGA & Legal Manager based in North Jakarta. This role suits a hands-on leader who can balance operational HR and general affairs with sound legal oversight—helping the company maintain compliant, efficient, and people-focused operations in a demanding industry. 

Job Responsibilities

  • Lead end-to-end HR operations including recruitment, onboarding, performance management, compensation & benefits administration, and employee relations for local operations.

  • Develop and implement HR policies, procedures and SOPs aligned with company strategy and Indonesian labor regulations.

  • Oversee general affairs functions: facilities management, security, vendor management, fleet and asset administration, and workplace health & safety coordination.

  • Provide practical legal support: review, draft and negotiate commercial, employment and vendor contracts; manage legal risks and ensure regulatory compliance.

  • Act as primary liaison with external counsel, regulators, unions, and local authorities for labor, licensing and compliance matters.

  • Conduct internal investigations and manage dispute resolution processes; advise management on appropriate actions and mitigation.

  • Design and deliver training on HR, compliance, and legal topics to managers and staff.

  • Prepare and present HR and compliance reports to senior management; monitor key KPIs and implement continuous improvement initiatives.

  • Manage HRGA budget and oversee payroll coordination with finance to ensure accuracy and timeliness.

  • Support or lead onboarding of projects and mobilization activities specific to mining service operations.

Job Requirements

  • Bachelor’s degree in Law, Human Resources, Business Administration, or related field; an advanced degree or professional legal qualification is a plus.

  • Minimum 6–8 years’ combined experience in HR, general affairs and legal functions, ideally within mining, oil & gas, heavy industry, or construction sectors.

  • Solid knowledge of Indonesian labor law, company regulations, licensing and compliance requirements relevant to field operations.

  • Demonstrated experience drafting and negotiating employment, procurement, and commercial agreements.

  • Strong operational mindset with proven ability to manage facilities, vendors and on-site logistics.

  • Excellent interpersonal skills, capable of influencing stakeholders at all levels and handling sensitive employee matters with discretion.

  • Strong problem-solving, risk assessment and decision-making skills; calm under pressure and able to work in a fast-paced environment.

  • Proficiency in Indonesian and English (both written and spoken).

  • Proficient with HRIS, MS Office; experience with payroll systems and basic legal research tools preferred.

  • Willingness to be based in North Jakarta with occasional travel to project sites as required.
